National Technical Officer – Institutional Strengthening (IS) for Government Partners HIV COOPERATION PROGRAM FOR INDONESIA
The AusAID-funded HIV Cooperation Program for Indonesia (HCPI) is seeking applications from suitably qualified individuals for the position of:
Responsibilities:
Assist in need assessment, development, implementation, monitoring and evaluation of institutional strengthening program and activities for Provincial AIDS Commissions (PACs) in collaboration with National AIDS Commission (NAC), and other Governmental AgenciesProvide technical assistance through trainings, workshops, tutorials/coaching and other related institutional strengthening activities for Government partner organizationsOversee HCPI grants disbursement and financial reporting of Government partner organizations to HCPI, in collaboration with Grants Manager and his/her teamAssist ISS Adviser in liaison, collaboration and coordination with the National AIDS Commission (NAC), Provincial AIDS Commissions (PAC), other Governmental Agencies, and other implementing agencies involved in institutional strengthening issuesProvide technical assistance and support to HCPI National and Provincial staff for development and implementation of programs and activities related to institutional strengthening in project activities at National and Provincial/district levelsCollect information about other institutional strengthening or capacity building activities undertaken by other agencies with current HCPI partners or other key agencies involved in HIV programming in Indonesia; andAssist and collaborate with ISS Adviser for institutional strengthening activities conducted by NGO and CBO partner organizations.
Selection Criteria:
University qualification (Master Degree) with at least five years IS experience of Government organizations specifically in HIV/AIDS programmingExperience in training, mentoring/coaching, monitoring and evaluation, networking, liaison, and other IS related activitiesExcellent organisational, oral and written communication skills; good computer skills; and ability to work in English and IndonesianWillingness and ability to work with key populations engaged in HIV/AIDS program.
